Rules stipulate that Fenerbahçe has to first cut short his spell in Turkey and hand him over to parent club Chelsea who will now, in turn, facilitate his move to San Siro.
Fenerbahçe has yet to do this and has in fact delayed the announcement according to Sky News Italia.
Moses's contractual agreement with Fenerbahçe runs until June, but injuries and fitness issues have limited his appearances for the Yellow Canaries to just seven in all competitions so far.
Should the transfer go through, Inter will become the fifth club the 29-year-old has been loaned out to since his arrival at Stamford Bridge in the summer of 2012, after previous stints at Liverpool, Stoke City, West Ham and Fenerbahce.
His contract with Chelsea runs out at the end of the 2020-2021 season.
